Global Accelerator on Jobs and Social Protection for Just Transition in Indonesia

About the programme

• Background

  The Global Accelerator on Jobs and Social Protection for Just Transitions was launched on 28 September 2021 by the UN Secretary-General and promotes a job-rich recovery from the COVID-19 pandemic, as well as just ecological, technological, and societal transitions to more sustainable and inclusive economies and societies (United Nations 2021).

  On 7 June 2023, the Government of Indonesia expressed an interest in Joining the Global Accelerator initiative in the letter of the Minister of National Development Planning to the United Nations Resident Coordinator in Indonesia (B-450/D.4/HM.06.01/06/2023). The Government of Indonesia and the United Nations agreed on further collaboration through the initiative to develop and implement inclusive employment and social protection policies and programmes that would contribute to achieving Indonesia's mid- and long-term development goals.

  The Global Accelerator Roadmap was developed through eight rounds of the drafting committee meetings between the Government and the United Nations between August 2023 and March 2024. A draft roadmap was consulted with workers, employers, relevant ministries, and civil society organizations on 7 September 2023, and presented by the Indonesian Ministry of National Development Planning during the SDG Summit in New York, 17 September 2023.

  To implement the roadmap two joint SDG funded programmes were developed and financed titled “Modern and adaptive social protection and skills development systems for transforming Indonesia” and “Closing disability inclusion gaps in social protection and labour across the life cycle in Indonesia”.

• Objectives

  To support the acceleration of socio-economic improvement that would contribute to achieving Indonesia’s mid- and long-term development goals via social transformation and economic transformation.

• Expected outcomes

  Modern and adaptive social protection and skills development systems for transforming Indonesia

  1. Accelerated social transformation in accessing social services through enhanced digitalized, transparent, inclusive information and financial systems for social protection.
  2. Accelerated economic transformation for a competitive labour force and productivity.

  Closing disability inclusion gaps in social protection and labour across the life cycle in Indonesia

  1. Provided inputs to national and sub-national action plans for people with disabilities aiming at increased coverage and benefits of social protection for men, women, children with disabilities.
  2. Increased number of people with disability accessing employment support services, relevant skills training and employment opportunities in compliance with labour quotas.
