Indonesia joined the Global Accelerator on Jobs and Social Protection for Just Transitions in June 2023, reinforcing its commitment to inclusive and job-rich growth. The Indonesia Roadmap for the Global Accelerator was endorsed by the Ministry of National Development Planning (Bappenas) in June 2025, accompanied by the launch of development cooperation projects for its implementation funded by the Joint SDG Fund.
One of these projects, “Closing disability inclusion gaps in social protection and labour across the life cycle in Indonesia”, aims to strengthen disability-inclusive employment and social protection systems, including improving compliance with employment quotas for persons with disabilities (PwDs).
Indonesia’s Law No. 8/2016 mandates that public institutions employ at least 2 per cent and private companies at least 1 per cent of persons with disabilities in their workforce. However, enforcement and compliance challenges persist.
In this context, the ILO commissioned a comparative study on quota schemes and enabling ecosystems in Indonesia and seven other countries in East and Southeast Asia (PR China, Japan, Malaysia, Philippines, Singapore, South Korea, and Thailand). The study analyses legislative frameworks, enforcement mechanisms, compliance profiles, and innovative practices, and provides actionable recommendations to strengthen Indonesia’s quota system and broader disability employment strategy.
The validation and dissemination event will be held at Gran Melia hotel (venue to be confirmed) on 10 March 2026, 08.30 - 12.30 WIB and will aim to present the study findings to relevant ministries and social partners and seek inputs to inform final policy recommendations.

The event will bring together approximately 40 participants from relevant line ministries and government agencies, employers’ organizations, workers’ organizations, organizations of persons with disabilities (OPDs/DPOs), and development partners (as observers).
