Indonesia endorses National Roadmap for Global Accelerator on Jobs and Social Protection for Just Transitions

JAKARTA, Indonesia (ILO News) - Indonesia has made a prominent mark with its official endorsement of the national roadmap for the Global Accelerator on Jobs and Social Protection for Just Transitions. As one of six pathfinder countries in the Asia-Pacific region, this milestone reflects Indonesia’s deep commitment to advancing the Sustainable Development Goals (SDGs)—especially in combating poverty, narrowing social disparities, and boosting labour productivity and inclusive economic growth.

The roadmap was jointly developed by the Government of Indonesia—led by the Ministry of National Development Planning (Bappenas)—alongside three United Nations (UN) agencies in Indonesia: the International Labour Organization (ILO), the United Nations Development Programme (UNDP) and the United Nations Children’s Fund (UNICEF). This collaborative effort involved eight rounds of drafting committee meetings held between August 2023 and March 2024. In addition, the draft roadmap was consulted with workers’ and employers’ organizations, relevant ministries, and civil society organizations in early September 2023, and was subsequently presented during the SDG Summit in New York in mid-September 2023.

This strategic roadmap supports three out of six national priorities: Self-sufficiency in food, energy, and water and advancement in the syariah, digital, green and blue economies; Human resource development; and Grassroots economic growth through village-level development to promote equality and poverty reduction.

The roadmap also aligns with four national priority programmes as the following:

1. Green jobs;
2. Adaptive social protection;
3. Access to jobs and sustainable and innovative entrepreneurship; and
4. Improved equality and fulfilment of rights for persons with disabilities and older adults.

“This roadmap will support various national priorities in blue, green and digital economy initiatives, as well as education, vocational training, gender equality, support for the elderly and persons with disabilities, with a focus on adaptive social protection, entrepreneurship and community empowerment for impoverished and marginalized groups,” said Febrian Alphyanto Ruddyard, Vice Minister of Bappenas. “Our inclusive, cross-sectoral approach is designed to generate lasting impacts for national development and to hit key targets in poverty eradication, labour equality and economic opportunity.”

Implementation has already begun with the launch of two UN joint programmes in Jakarta last June, funded by the Joint SDG Fund.

The first programme, titled “Modern and adaptive social protection and skills development systems for transforming Indonesia,” aims to support Indonesia’s transition to a high-income economy by 2045. Through targeted interventions, it will improve coverage of social protection through interoperability of data and support reduction of extreme poverty through enhanced labour productivity and competitiveness.

The second joint programme, titled “Closing disability inclusion gaps in social protection and labour across the life cycle in Indonesia,” was launched under the Multistakeholder-GA partnership between the UN and the World Bank. It focuses on improving labour market outcomes and inclusion for persons with disabilities.

Francisco de Asís Aguilera Aranda, the Ambassador of Spain to Indonesia, commented:
“It aligns closely with our personal and national experiences in the field of social protection and welfare. I hope it accelerates progress, and that the government, institutions, and public alike will recognize it as a powerful tool for enhancing SDGs and promoting societal prosperity.”

Meanwhile, Simrin Singh, Country Director of the ILO in Indonesia and Timor-Leste, emphasized the urgency of integrating impoverished and marginalized groups into the labour market by saying: “Our main aim is to create more jobs with the right skill matches and ensure that vulnerable populations are properly protected and reintegrated swiftly—for their benefit, and for the benefit of the economy and the country.”
