Advancing apprenticeship reform through tripartite dialogue in Indonesia
The events are the follow-up to the National Tripartite Workshop on Quality Apprenticeships held on 20 March 2025.
Following the successful National Tripartite Workshop on Quality Apprenticeships held on 20 March 2025, the International Labour Organization (ILO) facilitated a series of focused consultations with tripartite constituents at its Jakarta Office. These in-depth dialogues were conducted with:
- Trade unions on 23 April 2025
- Employers’ organizations on 14 May 2025
- Government ministries and agencies on 5 June 2025
These consultations provided a platform for each stakeholder group to share perspectives, identify challenges, and propose actionable solutions to strengthen the national apprenticeship system.
The discussions culminated in a set of joint conclusions and recommendations aimed at revising Ministerial Decree No. 6/2020 issued by the Ministry of Manpower. In response, the ILO is preparing a comprehensive policy recommendation document, which will be presented for validation during a second national tripartite consultation workshop.
This collaborative process underscores the ILO’s commitment to promoting inclusive social dialogue and supporting Indonesia’s efforts to enhance the quality and governance of its apprenticeship programmes.
