Background

Viet Nam’s electronics industry is a key driver of economic growth, making a significant contribution to exports and national development. The sector employs over one million workers, approximately 60 per cent of whom are women. However, persistent challenges remain in ensuring compliance with labour standards, promoting gender equality, and strengthening workplace cooperation. Rapid expansion, increasing pressure from global supply chains, geopolitical shifts, and heightened regulatory scrutiny related to human rights due diligence have further intensified these challenges.

Since 2015, the ILO, in collaboration with national partners in Viet Nam, has provided technical support to the electronics sector through various partnerships and initiatives aimed at strengthening compliance with national labour laws and international labour standards. These efforts have contributed to improved workplace cooperation and enhanced the capacities of tripartite constituents on social dialogues at multi levels. Building on these achievements and with the continued support of national constituents, the new ILO Initiative on Responsible Electronics aims to further promote workplace compliance, strengthen social dialogue, and advance responsible business practices throughout the electronics supply chain.

Key focus areas

The Initiative adopts a two-pronged approach at workplace and sectoral/national levels

1. Workplace compliance and social dialogue

  • Foster a preventative OSH culture
  • Improve compliance with national labour laws and ILO standards
  • Strengthen gender equality
  • Improve grievance and dispute resolution mechanisms
  • Pilot adapted ILO tools in selected enterprises.

2. Dialogue mechanisms and collective bargaining

  • Enhance tripartite dialogue (government–employers–workers) at central, provincial, and industrial zone levels
  • Organize regular sectoral forums aligned with the ILO MNE Declaration
  • Strengthen workplace dialogue and collective bargaining capacity
  • Support wage research, including equal pay for work of equal value

3. National capacities for responsible business practices

  • Conduct comprehensive reviews of labour policies and compliance challenges
  • Support enforcement of labour laws
  • Assess impacts of emerging global trends on compliance
  • Integrate responsible business practices (RBP), including gender equality, into suitable curricula and professional training
  • Build institutional capacity among tripartite partners and industry stakeholders to foster responsible business conduct across supply chain tiers

Expected impact

The Initiative seeks to support Viet Nam’s inclusive and sustainable economic growth by strengthening compliance with labour laws and promoting responsible practices throughout the electronics supply chain. It aims to improve working conditions by enhancing compliance with occupational safety and health regulations, strengthening grievance and dispute resolution mechanisms, advancing gender equality and adequate wage, and supporting more effective collective bargaining agreements.

At the same time, the Initiative will reinforce social dialogue by promoting more effective tripartite engagement among government, employers and workers at workplace, sectoral and national levels, and by facilitating the development of joint action plans for sustainable sector development.

In addition, it will enhance national policy and institutional capacity through improved enforcement of labour laws, closer alignment of policies with international labour standards, and the integration of responsible business practices into education and professional training systems.
