Inputs for the Global Roadmap
Development of the Global Roadmap on the Transition to Formality for Decent Work (2027–2032)
Welcome to the consultation page for the Global Roadmap on the Transition to Formality for Decent Work (2027–2032) where you can find both instructions and the questionnaire for constituents.
This page provides the instructions in different languages, as well as the questionnaire in Word and PDF formats for reference. Please note that final responses should be submitted by 27 July 2026 through the online questionnaire only.
To gather constituents' perspectives and inform the development of the Global Roadmap on the Transition to Formality for Decent Work (2027–2032), a Questionnaire for Constituents has been developed and is shared herewith.
A global roadmap to support major transformative change towards the transition to formality for decent work was called for at the International Labour Conference in 2025, as part of the conclusions of the General Discussion on Addressing Informality and Promoting the Transition to Formality for Decent Work (ILC.113/Resolution IV, 15(p)). This mandate was subsequently reflected in the follow-up action plan adopted by the Governing Body in November 2025 (GB.355/INS/3/1).
The ILO was requested to “develop a global and time-bound road map, in consultation with the tripartite constituents, towards effective formalization that can be tailored to national circumstances and legal frameworks and that includes short-, mid- and long-term objectives, as well as a clear monitoring framework.”
The overall objective of the Global Roadmap is to accelerate the implementation of Recommendation No. 204 by supporting integrated, gradual and context-responsive approaches to addressing informality, promoting the transition to formality, creating and preserving decent jobs and enterprises in the formal economy, and preventing informalization. It will support policy coherence, strengthen coordination mechanisms, foster knowledge sharing and national capacities, and provide a framework for bilateral and South-South cooperation, resource mobilisation and strategic partnerships within the multilateral system.
The Global Roadmap will guide and support ILO constituents in achieving significant and time-bound progress in addressing informality, preventing informalization and promoting transitions to formality, leaving no one behind.
Questionnaire
The purpose of the questionnaire is to gather the perspectives of governments, employers' organisations and workers' organisations on their priorities, challenges, opportunities and expectations regarding the Global Roadmap.
The questionnaire aims to collect constituents' views on:
- priority areas for action to accelerate the transition to formality;
- key challenges, constraints and opportunities in regional contexts;
- realistic objectives, milestones and actions for the period 2027–2032;
- expectations regarding how the Global Roadmap can add value compared with existing initiatives;
- the support needed from the ILO; and
- the conditions required for engagement and effective implementation.
The responses will help ensure that the Global Roadmap is responsive to regional realities and circumstances, provides practical guidance for accelerating progress towards formalisation and an enabling framework for future action.
Structure of the Questionnaire
The questionnaire consists of six sections:
- Priorities and expectations
- Effective policies and approaches
- Realistic objectives, actions and milestones
- ILO support to constituents
- The regional and global dimension as enablers for country implementation
- Concluding reflections
The questions are primarily open-ended and include free-text field to enable constituents to share their experiences, perspectives and priorities. Each question is accompanied by brief explanatory notes to clarify its purpose and provide guidance. Most questions invite respondents to identify up to three key items, while a few allow for multiple selections (“select all that apply”).
Respondents are encouraged to provide concise, practical and experience-based inputs. The questionnaire should take approximately 30 to 45 minutes to complete.
Participation in this consultation is voluntary, and we greatly value the time and expertise that constituents dedicate to this process.
Timeline
To inform the drafting of the Global Roadmap, constituents are asked to submit their responses through the online questionnaire by 27 July 2026.
Complete the questionnaire in the national language
The online questionnaire is available in several languages - English, French, Spanish, German, Russian, Chinese, Arabic and Portuguese - which can be selected at the top right of the screen.
Government responses
For government responses, the questionnaire link and accompanying instructions are sent to the ILO line ministry. However, the transition to formality often involves many ministries and institutions. The line ministry is therefore encouraged to consult other public bodies responsible for certain components of the transition to formality or for coordinating it.
The line ministry may choose how to collect and share these different contributions. It may either: i) consolidate all responses into a single questionnaire, indicating the names of the institutions and persons contributing to it; or ii) share the link with other institutions, each of which may complete a separate questionnaire.
