Tool kit for development and implementation of National Action Plans (NAPs) on Child Labour

Introduction

The aim of this tool kit is to assist on the formulation and implementation of National Action Plans (NAPs) on child labour. Its elaboration started in 2014 and completed in 2016 in the current version. The tool kit is, however, a living tool kit – a permanent piece of work in progress – and new tools may be added and exiting tools revised on an on-going basis.

The tool kit derives from experiences gathered through more than a decade of ILO support to the development and implementation of National Action Plans (NAP) on Child Labour across the globe. Therefore, the tools in this kit refer primarily to “child labour”, but the tool may be equally relevant to those working on forced labour or any of the other fundamental principles and rights at work with minor adjustments.

The tool box is intended for use by ILO teams and individual staff members and consultants who support member states to develop and implement NAPs on child labour (or indeed any of the other fundamental principles and rights at work).

How to use the tool kit

Presentations and sample tools can be shared with tripartite and other national partners, who are engaged in developing and/or implementing NAPs. However, we recommend to do not present or use the kit as blue-print. Tools must always be adapted to the reality of your context – not the other way around.

The tool kit contains different types of tools:

1. Samples – Like sample implementation framework, generic TORs for the National Steering Committee, with explanatory notes. These tools can – with modifications – be used directly in the NAP formulation and implementation process.
2. Presentations – Annotated presentations that you give to partners at the early stages of the NAP formulation process.
3. Briefs – Briefing notes on recurrent themes within the NAP formulation and implementation process (e.g. NAPS and the SDGs or national ownership).

We hope this tool kit will make it easier and faster for ILO colleagues to provide technical advice to national tripartite and partners and we look forward to you using and contributing to constantly improving the tool kit.
