The United States Department of Labor USDOL-funded CLEAR Project has already developed a Case Flow Management Protocol on the handling of child labour cases and a Roadmap to eliminate child labour in domestic work, formulated and transmitted recommendations to integrate the effective elimination of child labour in the country's Social Protection Floor and initiated the process of addressing the gap between minimum age for work and the age of completion of compulsory schooling.
Efforts are now focused on amending the country's child labour law, Republic Act 9231, updating the Philippine Program Against Child Labor (PPACL) for the period 2016 to 2020, providing a specialized training on child labour for labour inspectors, formulating a Department of Education policy on child labour and providing advise to the Conditional Cash Transfer (CCT) programme to improve its efficacy against child labour.
Implementation by CLEAR is through the National Child Labor Committee (NCLC) and its sub-committees, namely: Knowledge Management; Partnership Strengthening; Access to Services; Law Enforcement and Policy Advocacy.
