Micro and small businesses gave lower ratings to government services, compared to the larger enterprises
ILO supports conducting The Cost of Red Tape Index Survey by the Mongolian Chamber of Commerce and Industry (MNCCI). On 6 May 2025, the MNCCI launched the Cost of Red Tape Index Survey, and the report examines the impact of administrative and regulatory burdens-commonly referred to as “Red Tape” -on businesses and their workforce.
In the opening remarks, Tur-Od, the President of MNCCI expressed his appreciation to the ILO for its valuable support in conducting this survey.
Bromley Wade, Senior specialist, Employers’ activity noted that achieving decent work for all depends on a healthy, dynamic private sector—especially small and medium enterprises, which are the backbone of most economies. For that reason, we believe it is vital to regularly assess how regulatory frameworks affect not only compliance costs but also employment, productivity, and informality.
The report highlights that micro and small businesses, as well as self-employed individuals, gave the lowest scores than larger enterprises. Small business owners face a greater burden imposed by the time investment required to access public services. On average, business owners spent 12 days to access a public service, whereas, for micro and small businesses, the average time spent on accessing services was 25 days. Small businesses in the trade sector spent the most time and/or had the poorest overall rating. There is a continuing need to strengthen service delivery mechanisms. Improving transparency and accessibility of information, as well as accelerating the digitalization of existing public services are essential.
