Formalization of the Informal Economy Project
The working group meeting was held and discussed the preliminary result of the assessment report
On 13 June 2024, ILO-Formalization of the Informal Economy Project, in collaboration with the Ministry of Labour and Social Protection (MLSP), organized a working group meeting to discuss the draft report on an assessment for developing an e-formalization platform for the informal economy.
A discussion was held among working group members and two consultants presented survey findings, and participants shared their thoughts during the discussion.
The meeting was attended by the heads and experts of the relevant departments of the MLSP as well as the representatives of the Ministry of Digital Development, Innovation and Communications, the Ministry of Economy and Development, the Mayor’s Office of the Ulaanbaatar City, the General Department of Taxation, the General Authority for Social Insurance and the Confederation of Mongolian Trade Union.
At the meeting, it was stated that the MLSP will produce the following outputs by the end of September 2024 with the assistance of the ILO. It includes:
- A draft strategy for the transition to formality using digital systems, including a comprehensive analysis of the existing formalization processes and e-systems, identifying the key challenges and opportunities for improvement.
- A set of recommendations for policy and regulatory changes that can support the effective implementation and adoption of the e-formalization functionalities.
- A detailed design and architecture for the e-formalization platform and functionalities.
