The Human Resources Strategy for 2026–29 sets out the measures through which the Office will support the effective implementation of the ILO Reform by aligning workforce planning, talent development, leadership expectations and workplace culture with the new operating model.
At its 355th Session (November 2025) following the discussion on “The ILO in a changing multilateral environment: Towards better effectiveness and efficiency” (GB.355/INS/7), the Governing Body requested the Director-General to submit to the Governing Body for decision at its 356th Session (March–April 2026) the reprioritization framework and the ILO’s development cooperation and human resources strategies.
This document presents the ILO Human Resources Strategy for 2026–29 which builds on the progress made in the HR Strategy 2022–25 and takes into account the current context of the ILO review and reform. The Human Resources Strategy for 2026–29 sets out the measures through which the Office will support the effective implementation of the ILO Reform by aligning workforce planning, talent development, leadership expectations and workplace culture with the new operating model.
It outlines the actions required to ensure that the Organization has the skills, capabilities and enabling environment needed to deliver its mandate efficiently and coherently, while upholding duty of care and social dialogue, and reinforcing technical capacity in the field. The Strategy provides a structured framework for managing people-related dimensions of the reform and for building a resilient, diverse and future-ready workforce capable of supporting the Office in meeting its strategic objectives. The Governing Body is invited to comment on and endorse this Human Resources Strategy for 2026–29 (see the draft decision in paragraph 91).
