ILO supports Mongolia to establish national database for self-employed workers
The ILO and the National Statistics Office of Mongolia (NSO) reviewed progress on establishing a pilot integrated database of self-employed workers, a joint e-formalization initiative aimed at providing crucial statistical data for policymakers to help transition the informal economy into the formal sector.

MONGOLIA (ILO News) - ILO organized a progress review meeting with officials of NSO on 31 March 2026. The ILO Formalization of the Informal Economy Project conducted an e-formalization assessment in 2024 to identify possibilities of establishing a national database of self-employed workers using data exchange protocols for the government’s existing information system.
Following the assessment, the NSO has consolidated the relevant data from the selected government institutions with the support of the ILO. The NSO will set up and test data integration and ETL workflows to ensure the regular updating of the database.
Sh. Ariunbold, Director General, Census and Data Analysis Department of NSO, highlighted that the activities of self-employed workers are highly dependent on economic conditions and are difficult to determine. As a result of these statistical and analytical outputs, researchers and policymakers will benefit from this integrated database. We are preparing a pilot consolidated database of self-employed workers, including permit and license-related records where available.
New joint initiatives can discover and design inclusive and resilient digital solutions, leveraging data, automation, and government frameworks to tackle the informality within the country.
