Ensuring legal clarity on the delegation of authority to the Officers of the Governing Body, including proposed amendments to the Standing Orders of the Governing Body and its Introductory note
This document was requested by the Governing Body at its 355th Session (November 2025) following its examination of the outcome of the Tripartite Meeting on the Review of the Functioning of the Governing Body (Geneva, 5–8 May 2025), which had concluded that there was a need for legal clarity and transparency regarding the delegation of authority to the Officers. The Governing Body is invited to consider two alternative legal options that would bring the required legal clarity and transparency, one consisting of a Governing Body decision formalizing the delegations of authority and the second involving amendments to the Standing Orders, and to opt for one of them (see the draft decision in paragraph 23).
