Policy working groups (PWG)

In each of the four partner countries (Egypt, Jordan, Morocco and Tunisia), a Policy Working Group has been set up to guide the METI project at the national level and provide a space for social dialogue and tripartism. It will also support the implementation of project activities and contribute to their sustainability.

Purpose of the Policy Working Group

The PWG is based on existing national structures. The main purpose of the PWG is to guide the project at the national level and provide a space for policy dialogue and collaboration. It supports the implementation of the project activities and contributes to its sustainability.

Composition and functioning

The Policy Working Groups comprise of policymakers from:

Key ministries, such as Trade, Labour, Investment, Industry, Planning, etc.,
Representatives from the social partners (trade unions and employers' organizations),
Representatives from specialized national agencies (e.g. Export Promotion Agencies, Investment agencies, National Statistic Institutions, etc.),
Private sector representatives and
Other development practitioners.

The functioning of the Policy Working Group is based on tripartite social dialogue; workers, employers, and government come together to discuss how to better integrate the employment dimension into trade and investment policies.

Roles and responsibilities of PWG members

The expected roles and responsibilities of the PWG and its members are the following:

Provide technical inputs and contributions to the project;
Select the sector for the value chain analysis
Share relevant information and data from the affiliated institution with the project and research teams associated with the project;
Evaluate and validate the research results of the studies;
Review major project reports and publications;
Participate in training sessions and other capacity building activities provided by the ILO;
Participate in workshops and meetings to analyse the results, generate conclusions and recommendations;
Participate in knowledge-sharing workshops and contribute to the identification of good practice approaches;
Support the dissemination of project outcomes through institutional channels and networks;
Maintain continuity and sustainability of project objectives once the project is over.

Format and frequency

The PWG in each country will convene at least once per year throughout the project lifetime.

In their first meeting, members are thought to agree on the modus operandi of the PWG, including the exact format and frequency.

Establishment of the PWG

All participants of the PWG nominated by their respective institution were invited to a pre-consultation. The purpose of this pre-consultation is to formally establish the PWG as a space for social dialogue on a national level. Participants were introduced to each other and to the METI project team, and agreed on the modus operandi and the next steps.
