Impact Assessment on Employment and Trade Effects

The METI programme assesses the potential employment and trade impact of selected public investments in the infrastructure sector in METI’s four partner countries using project-level analysis and develops recommendations through tripartite social dialogue. The selected infrastructure projects are co-funded by the EU’s Fund for Sustainable Development Plus (EFSD+) and are located in the sectors of environmental infrastructure (I.e., water, water and sanitation, power generation). The assessments will investigate quantitative and qualitative aspects of employment generated from the implementation of the selected public infrastructure projects and discuss the findings with key stakeholders to optimize employment creation in the countries. The results of the studies will provide critical information which can be then translated into concrete policy recommendations on how to ensure employment creation and decent work in and through infrastructure investments. The studies can therefore contribute to the regional Team Europe Initiative “Jobs through trade and investment” by strengthening employment outcomes linked to trade and investment policies.

The in-depth employment impact assessments are based on direct data collection which refers to information on the number, quality and nature of jobs created, but also on other issues such as economic and labour market context.

The data collection is undertaken through a combination of methodologies; desk review of national employment and labour laws and of relevant literature, reports, and studies (including recent ILO publications), site visits to conduct structured interviews with identified key actors, analysis of appraisal reports, design reports, site records and any other project document of the assessed projects. The four country studies will apply the global Input-Output type of analysis to measure the employment created of all selected infrastructure projects, in particular on the quantitative aspects of direct, indirect and induced jobs.
