Certification course on conciliation of labour disputes: Enhancing skills for effective dispute resolution
The International Training Centre of the ILO (ITCILO), with support from the EU-funded Trade for Decent Work Project, successfully organized a Certification course on conciliation of labour disputes. This course included a distance learning module from 3 to 14 June and in-person training from 17 to 21 June in Ulaanbaatar, Mongolia.
The course was attended by 22 labour dispute resolution (LDR) practitioners and professionals, including mediators, arbitrators, members of the Tripartite labour rights dispute settlement committee, and staff from the General Agency for Labour and Welfare Services. International experts in conciliation and mediation delivered the in-person training, which focused on role-play exercises, individual assessments, and coaching sessions.
To promote the project's visibility and highlight the importance of the labour dispute mechanism, the project team developed three short reels and posted them on social media. These reels reached over 13,000 people through the ILO's social media page. As of 2022 and 2023, a total of 2,281 labour disputes were resolved through the courts nationwide.
Mediation and conciliation in labour dispute resolution positively impact employers, employees, and disputing parties. By attending this training, participants learned to identify and assess the factors causing labour disputes and apply effective methods introduced by international instructors from the ILO. Role-play exercises, in particular, were highlighted as highly effective and beneficial.
A secretary of the Tripartite labour rights disputes settlement committee, Bayankhongor Province, Sosorburam Dugerjav was successfully applied the knowledge gained during this training to bring parties to an agreement. In August 2024, the Trade Union federation of Bayankhongor province and the provincial Tripartite labour rights disputes settlement committee successfully resolved a dispute regarding unpaid local allowances for teachers and staff at a local school.
The main advantage of this training is that it enhances participants' knowledge and skills while saving time and financial resources for the disputing parties.
