Organized capacity-building training for province and district employers’ associations’ leaders to promote fundamental principles and rights at work

The International Labour Organization (ILO), in collaboration with the Mongolian Employers' Federation (MONEF) and with the support of the EU-funded Trade for Decent Work project, organized two-day capacity-building training aimed at promoting fundamental principles and rights at work (FPRW). This event brought together 37 leaders from local employers’ associations to enhance their understanding and implementation of FPRW and the importance of ILO Convention No. 190 (C.190).

The training focused on equipping these leaders with the knowledge and tools necessary to advocate for and implement FPRW at the local level and in communities.

Key topics covered during the event included:

• freedom of association and the effective recognition of the right to collective bargaining;
• the elimination of all forms of forced or compulsory labour;
• the effective abolition of child labour;
• the elimination of discrimination in respect of employment and occupation and
• a safe and healthy working environment.

Participants engaged in interactive sessions, group discussions, and practical exercises, gaining a deeper understanding of these principles and their application in the workplace. Experts from the Ministry and partner organizations provided valuable insights and guidance throughout the event.

With the support of the ILO, MONEF developed its strategic plan for from 2020 to 2030. However, due to legislative and management changes, there was a need for provinces, districts, and employers’ associations to develop their implementation plan for from 2024 to 2028 and enhance the capacity of local employer associations on international labour standards and the ratification of ILO Convention No. 190 (C.190).

During the event, the management team and local employers’ associations drafted the implementation plan for from 2024 to 2028, which highlights key issues such as:

• Improving membership services at the local level
• Organizing an employers’ conference in 2025
• Enhancing tripartite capacity at the local level and providing inputs and comments for the draft law on employers’ legal status
• Participating in the study on the ratification of ILO Convention No. 190

The board will approve this implementation plan in the first quarter of 2025. MONEF also posted a social media update highlighting the importance of the workshop and the EU-funded Trade for Decent Work project.

The ILO remains committed to supporting employers’ associations in their efforts to uphold and promote workers' rights. This event is part of a broader strategy to strengthen the capacity of key stakeholders and ensure the effective implementation of international labour standards.
