Marrakech Global Framework for Action against Child Labour

Held from 11 to 13 February 2026, the 6th Global Conference on the Elimination of Child Labour brought together representatives of governments, employers’ and workers’ organizations, and partners under the leadership of the Government of Morocco and the International Labour Organization. The Conference adopted the Marrakech Global Framework for Action as a strategic roadmap to accelerate progress towards the elimination of child labour in all its forms.

Despite important gains over recent decades, an estimated 138 million children remain in child labour worldwide, including 54 million in hazardous work. The Framework emphasizes that the central challenge is implementation at scale. It calls for strengthened enforcement of legislation, including the general minimum age for admission to employment or work and the prohibition of the worst forms of child labour. It also highlights the need to expand social protection systems, ensure access to free, quality education, promote decent work for adults and youth, and address vulnerabilities in rural areas and agriculture, where most child labour occurs.

The document underscores the importance of social dialogue, robust data systems, and sustained political commitment. By linking child labour elimination to broader development strategies, the Framework provides a coherent basis for accelerated, coordinated action towards 2030 and beyond.
