Training material on unfair labour practices, anti-union discrimination
1 October 2025
These training modules on unfair labour practices, anti-union discrimination and workplace violence were developed jointly with ITC-ILO and ILO-Dhaka's Labour Administration and Working Conditions Cluster. The training was piloted in Bangladesh, and is easily customisable for other country contexts. The training contains the following modules:
Module 1: Introduction to Unfair Labour Practices
This module includes material that is more pertinent to the Bangladeshi legislative context, and would need to be adapted by users in other national contexts. It also includes definitions of unfair labour practices and anti-union discrimination.
Module 2: Understanding anti-union discrimination
This module includes content in respect of why workers need to be protected against acts of anti-union discrimination, the impact of anti-union discrimination, forms of anti-union discrimination, strategies used to undermine trade union activities and steps for addressing anti-union discrimination at the national and workplace level.
Module 3: International Labour Standards and Best Practices
This module explains the international labour standards pertaining to unfair labour practices and anti-union discrimination, freedom of association, protection against acts of interference, the relationship between collective bargaining and freedom of association, unfair labour practices according to ILO Principles and global examples of effective union protection mechanisms.
Module 4: Workplace Violence and Harassment
This module provides an understanding of the Violence and Harassment Convention, 2019 (No. 190), measures to address violence and harassment at the national level, dealing with violence and harassment in the workplace, and the role of collective bargaining in preventing violence and harassment.
Module 5: Monitoring and Enforcement Mechanisms
This module, while including material that is more specific to Bangladesh, also provides an understanding of the investigation of unfair labour practices, identifying unfair labour practices and the required skills for investigators, and the Committee on Freedom of Association and good practices concerning the investigation of unfair labour practices.
Module 6: International Cases Studies and Practical Examples
This module provides an understanding of IRLex and its use. It also draws from ILO Supervisory Mechanism observations to provide practical measures to protect against anti-union discrimination.
