Decision concerning the proposal for the streamlining of reporting on ratified Conventions under article 22 of the ILO Constitution through the progressive roll-out of thematic implementation reports

The Governing Body:

(a) approved the implementation and progressive roll-out of the thematic reporting system as described in paragraphs 5–23 of document GB.355/LILS/1;

(b) approved the thematic implementation report prototype presented in Appendix II of document GB.355/LILS/1;

(c) decided that the corresponding IT costs, as presented in paragraph 19 of document GB.355/LILS/1, which are estimated at US$700,000, would be financed in the first instance from Part I of the Programme and Budget for 2026–27 or, failing that, through the use of the provision for unforeseen expenditure, in Part II;

(d) regarding the reporting cycle for the five groups containing fundamental Conventions (paragraph 25 of document GB.355/LILS/1), decided to maintain the current reporting cycle, with a system of partial reporting (every three years) alternating with full reporting (every six years);

(e) in relation to the labour inspection and labour administration group, decided to adopt a unified cycle of four years:

(f) regarding the transitional measures in 2026, decided to implement option 1, as detailed in paragraph 29 of document GB.355/LILS/1;

(g) regarding accessibility of information submitted in the TIR (paragraph 34 of document GB.355/LILS/1), decided that, as a first step, subject to future evaluation and review by the Governing Body, information submitted by governments in the TIR would only be accessible to other governments, after examination by the CEACR (via the new online application). Governments would have the possibility of designating specific information as “restricted”, in which case it would not be made accessible to other governments.
