Following the 2025 TCLF value chain analysis “Mapping Report on the Textile, Clothing, Leather, and Footwear (TCLF) Sector in Albania”, conducted by industriAll Europe and IndustriALL Global Union, a tripartite conference entitled “Towards a Sustainable and Competitive Transformation of Albania’s TCLF Sector” was held on 4–5 March 2025 in Tirana. During the conference, the document “Recommendations for a Roadmap to a Sustainable Future for the Albanian TCLF Industries” was drafted and jointly endorsed by trade unions, employers’ associations, government institutions, international organisations, industry experts, and other key value chain actors.
During the tripartite conference, participants engaged in structured dialogues and panel discussions, focused on the current challenges and opportunities within the Albanian TCLF sector. The discussions highlighted the urgent need for strengthened social dialogue, sustainable industrial policies, enhanced workforce development, and investments in higher-value production models. Based on these deliberations, the participants formulated the following recommendations, which reflect both the outcomes of the tripartite conference discussions and key learnings from the TCLF Mapping Report. These recommendations are intended to support the transformation of the TCLF sector into a sustainable, competitive, and socially responsible industry, ensuring alignment with EU standards and Albania’s long-term economic strategy. The participants expressed their commitment to continuing their collaboration in implementing these recommendations. They agreed to work together in mutual trust and good cooperation, recognising that a strong, sustainable, and future-oriented TCLF sector serves their common interests and contributes to the economic and social wellbeing of Albania.
