Training toolkit on Developing and Implementing Bilateral Labour Migration Agreements now available in Arabic

The Arabic translation of the Training Toolkit on Developing and Implementing Bilateral Labour Migration Agreements (BLMAs) is now available online, providing Arabic-speaking governments, employers’ and workers’ organizations, civil society, recruitment actors and other stakeholders with access to a practical resource for strengthening the governance of labour migration. The translation was made available through the GIZ-funded Fair Recruitment Forward Project, and the EU-funded THAMM+ Programme.

From negotiation to implementation: a practical guide to BLMAs

Bilateral labour migration agreements can play an important role in promoting orderly, safe and fair labour migration. When effectively designed and implemented, they can help improve the governance of labour migration flows, strengthen the protection of migrant workers and ensure that recruitment and placement respond to labour market needs. This toolkit provides practical guidance throughout the different stages of developing and implementing BLMAs. Originally designed by the ITCILO, with contributions from the ILO and IOM and financial support from the Government of Sweden, the toolkit is structured around four modules covering the full BLMA process.

Participants can explore how BLMAs work and their added value, learn how to translate agreements into effective provisions, examine ways to strengthen implementation in practice, and develop negotiation skills. The self-paced training combines interactive learning materials, exercises, quizzes and videos, allowing users to explore the content at their own pace.

The toolkit is designed for a wide range of stakeholders involved in labour migration governance, including government officials and policymakers, employers’ and workers’ organizations, regional and international organizations, civil society and NGOs, public employment services and private recruitment agencies. It can be used not only as an individual online learning resource, but also as a practical support tool for national and regional workshops, training sessions and capacity-building activities.

By making the toolkit available in Arabic, the resource can now reach a wider community of practitioners and institutions across Arabic-speaking countries, supporting knowledge-sharing and capacity development on the development and implementation of effective, rights-based bilateral labour migration agreements.
