Towards a holistic approach to labour migration governance and labour mobility in North Africa
The THAMM Plus programme is a regional initiative funded by the European Union (DG MENA) and implemented by the International Labour Organization (ILO). The programme strengthens employability and facilitates regular, sustainable labour mobility pathways between Egypt, Morocco, Tunisia, and EU Member States, leading to decent work opportunities.

Building on Success: From THAMM to THAMM Plus
THAMM Plus follows the successful THAMM programme (2019-2023) and is aligned with key international and regional frameworks, ensuring a cohesive and impactful approach:
- Global: Sustainable Development Goals (SDGs), Global Compact for Safe, Regular and Orderly Migration
- Regional: African Union Migration Policy Framework and Action Plan (2018-2030)
- EU: European Union Talent Partnership with pilot countries in North Africa
Leveraging the ILO's technical expertise in employment policy, alignment of data with international standards, skills development, and public employment services, THAMM Plus extends its focus to enhance legal migration systems and foster innovative mobility partnerships between North Africa and the European Union.
Specific objectives
Specific Objective 1
Evidence-based policy tools and institutional frameworks favouring legal migration, human capital development, recognition and mobility are mainstreamed and operational in partner countries.
Specific Objective 2
Cooperating stakeholders [national authorities, private sector, education and training institutes and awarding organisation and recognition & guidance centres] set up and implement skills partnerships
Specific Objective 3
Efficient, coherent & effective policy & programme approach to legal migration, human capital development & mobility issues across sectors supports partner countries’ structures & national priorities
Cross-Cutting Focus Areas
THAMM Plus also prioritizes the following cross-cutting objectives:
- Strengthen the capacity of national partners in North Africa to build effective partnerships, based on national strategies and evidence-based analysis with EU Member States willing and through close links with private sector actors;
- Support the implementation of talent partnerships, bilateral labour agreements anchored in international labour standards, bilateral social security agreements, skills development, matching and qualifications aligned with European standards, fair recruitment and professional matching of jobs, and;
- Reflection on mobility schemes and the sustainable socio-economic reintegration of seasonal workers.
Implementing partners
THAMM Plus – ILO will continue to work in close partnership with the other agencies involved in THAMM and THAMM Plus (AICS, ENABEL, GIZ, OFII and OIM) in order to usefully complement the bilateral mobility programmes implemented between North African countries and EU Member States.
