Kazakhstan builds capacity to investigate workplace accidents

An ILO webinar brought together more than 50 representatives of government, employers and workers to strengthen workplace accident investigation and improve occupational safety and health in Kazakhstan.

ASTANA (ILO News) – More than 50 representatives of the State Labour Inspection Committee of the Ministry of Labour and Social Protection of the Population, the National Confederation of Employers “PARYZ” and the Federation of Trade Unions of the Republic of Kazakhstan participated in an International Labour Organization (ILO) webinar on 19 June to strengthen the investigation of workplace accidents. The webinar introduced international guidance and practical approaches to improving occupational safety and health (OSH).

The webinar introduced key principles and essential steps for effectively investigating work-related accidents and diseases, drawing on the ILO guide Investigation of occupational accidents and diseases: A practical guide for labour inspectors. It was led by Andrew Christian, ILO Technical Specialist on Labour Inspection and OSH at the Social Dialogue, Labour Relations and Governance of Work Branch (LABGOV).

During the online session, participants reviewed relevant international labour standards on labour inspection and occupational safety and health, including the Labour Inspection Convention, 1947 (No. 81), the Labour Inspection (Agriculture) Convention, 1969 (No. 129), the Occupational Safety and Health Convention, 1981 (No. 155), and its Protocol of 2002.

The discussion focused on practical investigation techniques, including interviewing witnesses, and the respective roles of labour inspectors and technical inspectors. Participants emphasized that close cooperation between the two is essential for effective workplace accident investigations in Kazakhstan.

Following the webinar, the ILO launched the translation of the guide into Russian at the request of the national constituents. The webinar materials will also be shared with participants to support peer learning and the wider dissemination of good practices.

The webinar was organized under the ILO RBSA-funded initiative Promoting occupational safety and health through social dialogue in the mining sector in Kazakhstan.
