The vocational education and training system in Kosovo: addressing skills needs in the hospitality sector
An ILO assessment of Kosovo’s vocational education and training (VET) system, examining how effectively it responds to skills needs in the hospitality sector and identifying opportunities to strengthen the alignment between training provision and labour market demand.
The study provides a comprehensive assessment of Kosovo’s vocational education and training (VET) system, with a particular focus on its relevance and responsiveness to the needs of the hospitality sector. It examines the governance and functioning of the VET system, the provision of qualifications and programmes, and the alignment between skills development and labour market demand, with a view to identifying key gaps, constraints and systemic challenges.
Particular attention is given to the labour market relevance of qualifications and curricula, including the integration of green, digital and soft skills, as well as the availability and effectiveness of work-based learning, career guidance and entrepreneurship education. The study also examines governance and institutional coordination mechanisms and the engagement of social partners and the private sector in VET development and delivery.
A specific dimension of the assessment concerns the capacity of VET providers to deliver quality practical training. In this regard, the study assesses the availability, quality and suitability of training infrastructure and equipment and identifies gaps that may constrain the acquisition of practical skills required by the industry.
Based on its findings, the study identifies priority areas for intervention and provides concrete and actionable recommendations to strengthen the quality, relevance, inclusiveness and responsiveness of the VET system to labour market needs. In doing so, the report aims to provide a sound basis for reforms and targeted interventions that support skills development, youth employability and the sustainable growth of Kosovo’s hospitality sector.
