Decent work for domestic workers through skills development

This theory of change aims to highlight the conditions needed to ensure skills training and recognition improve the working conditions and increase the wages of domestic workers, including in the context of national care policies.

Skills training and recognition can act as an entry point to improve working conditions and increase wages for domestic workers, alongside rights-based approaches.

The theory is based on a review of existing practices, including through a participatory, critical review of initiatives to date and their underlying assumptions, with a view to generating a coherent approach that takes into account the realities of the sector. It is conceived as a tool to support development practitioners designing or implementing skills development or recognition programmes that aim to ensure that domestic workers have access to decent work.
