SKILL-UP Lebanon

The TVET system in Lebanon faces many challenges, and there is a need to improve its institutional and management capacity at all level. The adoption of the TVET National Strategic-Framework (TVET NSF) for Lebanon in June 2018 with the support of the ILO and UNICEF provides the much needed strategic vision for TVET reform. To reduce youth unemployment and employment overall, there is a need to increase access to high-quality market relevant education through greater participation of employers in the governance, the management and the evaluation of training programmes.

The ILO developed guidelines on non-formal market-based skills training. While this has been shared with partners, there has been no comprehensive application of these guidelines. As such, the SKILL-UP Lebanon is piloting the implementation of these guidelines to show the impact of such an approach. This is limited in terms of Syrian refugees to focus on the three sectors that have been deemed open to them for employment and skills training (environment, agriculture and construction).

At the end of the SKILL-UP Lebanon project, the implementation of the TVET National Strategic Framework will have been kick-started in at least two areas – skills governance and mainstreaming of entrepreneurship education – while a pilot will have been carried out for training Syrians and Lebanese youth with market-relevant skills, in line with the ILO manual just released for Lebanon on this subject.

Programme outputs:

• A model for entrepreneurship education is piloted and proposed upscaling
• Sector Skills Councils are functioning in at least sectors
• The non-formal market-based training approach is piloted for replication
