As digital technologies reshape labour markets, they create new opportunities for inclusion but also risk deepening exclusion, particularly for women, young people and persons with disabilities. Gaps in access to secure digital identification systems and limited skills portability continue to restrict refugees’ participation in digital economy jobs and livelihoods.

The Digital Opportunity Accelerator, under the PROSPECTS Partnership, brings together the ILO, UNHCR and UNICEF to support more inclusive and sustainable digital jobs and livelihoods.

Building on Phase 1 findings that access to digital work is possible but often not sustained, the Accelerator shifts the focus from entry to more stable outcomes and progression pathways.

The ILO contributes by strengthening the capacity of governments and partners to support both entry into and progression within the digital economy, through:

  • testing and scaling effective employment support models adapted to digital labour markets (counselling, job matching, referrals to skills development and employer engagement)
  • strengthening pathways from skills development to employment and livelihoods, including through more portable and recognized skills
  • supporting progression beyond entry-level digital work toward more stable livelihoods and transitions to decent work
