Call for contributions: practices from organizations supporting persons with disabilities' access to digital jobs and livelihoods

The ILO, through the PROSPECTS Programme, is inviting non-profit and community-based organizations to contribute practical solutions that support persons with disabilities in accessing and progressing to and within digital jobs and livelihoods.

Selected contributions will be featured in a global publication that will inform policy and practice. Contributing organizations will also be invited to participate in a future training module for job counsellors (planned for 2027).

About the initiative

Organizations supporting persons with disabilities play a critical role in connecting people to jobs through counselling, skills development, job-search support, and employer engagement. As labour markets become increasingly digital, these actors are leveraging digital tools such as online training platforms, remote service delivery and digital labour platforms to expand access and improve opportunities.

This global publication aims to document these approaches, with a particular focus on applications in low- and middle-income countries, fragile settings, and refugee-hosting contexts.

Who should contribute

We welcome submissions from organizations supporting persons with disabilities through digital pathways to jobs and livelihoods, including:

• Disability employment service providers
• Non-governmental and civil society organizations
• Members of the ILO Global Business and Disability Network
• Organizations of persons with disabilities (OPDs)
• Training and skills development institutions
• Social enterprises
• Foundations and community-based organizations
• Platform intermediaries working with public or development initiatives.

Submissions from low- and middle-income countries, fragile settings, and refugee-
hosting contexts are particularly encouraged.

What we are looking for

We are seeking concrete, implemented initiatives in two areas:

1. Digitalized service delivery for disability inclusion

Examples include:

• Accessible digital platforms and multi-channel service delivery (web, mobile, SMS, in-person)
• Low-bandwidth or assisted digital access solutions
• Remote or hybrid counselling adapted to diverse needs (e.g. sign language, captioning)
• Digital case management and data-informed support
• Integration of assistive technologies and inclusive design

2. Access to digital jobs and livelihoods Examples include:

• Digital skills training linked to employment outcomes
• Support to access remote work and online platforms
• Digital entrepreneurship and income generation
• In-work support, retention, and career progression (e.g. accommodations, assistive technologies, upskilling)
