Background

Young people are key drivers of Viet Nam’s sustainable development. Yet, many faces persistent barriers to decent work, especially those not in employment, education, or training (NEET). Youth unemployment remains high, and informality and limited rights at work are common.

The green transition offers new opportunities, but young people, particularly young women, are underrepresented in green jobs. Ensuring inclusive and gender-responsive access requires integrated labour market services, career development support, skills development, and entrepreneurship support. Strengthening policies that promote smooth school-to-work transitions is essential to build youth resilience in a rapidly changing world of work.

Project objectives

As part of a regional effort to promote decent work for youth, the Viet Nam project supports the development and implementation of inclusive, gender-responsive youth employment strategies. It enhances access to employment services, skills training, and career development support system, particularly for young women, to prepare them for evolving labour market demands.

By fostering youth participation in green jobs through a just transition approach, the project contributes to climate-resilient, inclusive, and sustainable growth.

Project Focus and Key Expected Results

Targeting youth aged 15–29, the project addresses the complex transition to decent work, with a focus on NEET youth, young workers seeking better opportunities, and students preparing to enter the labour market. It promotes inclusive access through tailored support for skills development, career guidance, and rights awareness.

The project aims to:

• Strengthen the design, implementation, and M&E of gender-responsive, integrated youth employment programmes.
• Enhance regional collaboration through knowledge exchange and peer learning to advance youth employment in South-East Asia.

In Viet Nam, key expected results include:

• Assessment on green jobs and youth career development support conducted
• ILO career guidance and job search tools adapted and rolled out for green economy occupations.
• Capacity building and technical support provided for integrated labour market programmes, combining career guidance, employment services, work-based learning, re-skilling, and social protection information for workers in transition-affected sectors.
• Technical assistance delivered to national stakeholders to strengthen implementation of employment-related laws and youth policies.
