Integrated Programme on Fair Recruitment (FAIR) - Philippines

Objectives:

FAIR is an integrated project has been developed jointly by the ILO’s Special Action Programme to Combat Forced Labour (FUNDAMENTALS/SAP-FL) and the Labour Migration Branch (MIGRANT). The long-term goal of the FAIR project is the reduction in deceptive and coercive practices during the recruitment process and violations of fundamental principles and rights at work, as well as other human and labour rights, brought about through increased safe migration options, effective regulation of public and private employment agencies, and unscrupulous actors being held accountable for violations.

The project will have the following three objectives:

1. Establishing fair recruitment corridors to prevent exploitation of migrant workers

• Support to fair practices of private employment agencies in Nepal and Jordan
• Promotion of labour intermediation services by workers' cooperatives in the Philippines
• Reinforcement of the capacity of public employment services in Tunisia

2. Providing migrant workers with access to reliable information and services

• Design and test of a web tool to assess labour recruiters in collaboration with International Trade Union Confederation (ITUC)
• Empowerment of workers' organizations to support migrant workers throughout the recruitment process
• Development of a violation reporting system in partnership with Migrant Forum Asia (MFA) and strengthening of access to remedies

3. Disseminate global and national knowledge about recruitment and engagement with the media

• Collaboration with the media to investigate recruitment abuses and promote solutions proposed in ILO research
• Conduct a study on lessons learned and promising practices to catalyze sustainable change

Partners:

The main international collaborating partners’ of the project include the ITUC and affiliates, the International Organization for Employers (IOE) and affiliates, including the International Confederation of Private Employment Agencies (CIETT). The project will also collaborate with MFA, Tufts University and the International Training Centre of the ILO. The project will also work closely with the ILO’s UN sister agencies and international organizations (UN Office on Drugs and Crime, Office of the United Nations High Commissioner for Human Rights, International Organization for Migration) and with other local development actors. In the Philippines, the project will work closely with the government, workers’ and employers’ organizations.

This project is supported by the Swiss Agency for Development and Cooperation.

Planned activities in the Philippines:

• Promote the ratification of ILO Private Employment Agencies Convention, 1997 (No. 181) and ILO guidelines on fair recruitment.
• Promote the ratification of the Protocol of 2014 to the Forced Labour Convention, 1930, and use the new ILO 50forFreedom campaign to fight modern slavery
• Review existing legal and policy framework on labour recruitment and its enforcement
• Analyze the feasibility of developing fair and alternative recruitment models
• Collaborate with constituents to protect migrant workers’ rights and empower them through access to reliable information and improved services, through the Migrant Recruitment Monitor.
• Develop strategic partnership to improve coverage and quality of investigative reporting on abuses and exploitation in recruitment.
