Measuring green jobs in the context of a just transition

Background information

The environment and labour markets are inextricably connected, with over 1.2 billion jobs directly dependent on effective sustainable environmental management and related economic activities. A just transition to a green economy requires new approaches and policies that create optimal environmental and social outcomes, as decent work, skills development while minimizing and addressing the social impacts of these transformations.

In 2022, under Germany’s G7 presidency, member countries committed to increasing official development assistance (ODA) for green jobs and skills by 2025. To meet this goal, they are advancing international cooperation strategies on just transitions and green jobs and scaling up related programmes and investments with partner countries.

The ILO implemented this project to support countries track, monitor and access external investments in green jobs, while fostering policy dialogue and exchange of best practice.

In this context, the project implemented a workshop series, The G7 Knowledge Exchanges, to increase cooperation and technical exchange on green jobs and skills promotion, including on measurement issues amongst G7 countries, their development partners and international finance institutions. The exchanges aimed to:

  1. Share updates on the current status of the M&E and ODA tracking initiatives, both linked to ILO/OECD support and within G7 countries; as well as share further details on measurement strategies.
  2. Present international cooperation strategies on green jobs and just transitions from G7 countries
  3. Highlight good practices from country level partnerships on green jobs and skills.
