ILO-G7 Initiative: Advancing Development Assistance for Green Jobs and Skills for Green Jobs

The project at a glance

• Tracking official development assistance

  The project developed an approach to help track G7 countries’ progress on their commitment to:

  • Increase the share of Official Development Assistance (ODA) directed toward skills development and employment promotion in green sectors
  • Support the “greening” of traditional sectors by integrating sustainable practices and skills
  • Monitor and assess progress in aligning development assistance with green transition goals

  The activity delivered:

  • Report: Tracking trends in Official Development Assistance towards green employment and skills promotion programmes
  • Guide for application: Input indicator specification: The green share of ODA for employment and skills promotion
  • Concept note: Tracking the increase of the share of G7 ODA employment and skills promotion programmes directed specifically towards green sectors and greening traditional sectors
• Measuring green jobs and skills for green jobs

  The project developed harmonized criteria and an M&E framework to measure green jobs and skills in development cooperation:

  • It filled the lack of programme-level guidance, including gender-responsive indicators, despite an existing global definition of green jobs (ICLS, 2013).
  • Framework Development: Builds on an ILO-commissioned G7 paper "Green jobs, green economy, just transition and related concepts," and maps current M&E practices across G7 countries.
  • Focus: Covered both technical and financial cooperation, emphasizing ex-post outcome measurement.
  • Piloting: Tested in Uganda, Lao PDR, and Ghana across sectors like e-mobility, tourism, coffee, and waste management.

  The initiative delivered:

  • Framework: Measurement of green jobs and skills in the context of monitoring and evaluation of G7 members’ official development assistance: Mapping and proposed framework
  • Handbook on measuring green jobs and skills for green jobs: Monitoring, evaluation and learning
• Supporting Green Employment Diagnostics

  The project supported the launch of the ILO Green Employment Diagnostics tool:

  • It facilitated full implementation in North Macedonia and Serbia
  • It delivered technical assistance for implementation in Morocco and Azerbaijan
  • Consolidated lessons learned from early roll-outs contributed to the development of the second edition of the Green Employment Diagnostics, reflecting practical insights and improvements.
• Sharing promising practices on green jobs and skills promotion

  The project facilitated knowledge exchanges between G7 and EU partners:

  • Showcased international cooperation strategies on green jobs and just transitions from G7 countries
  • Highlighted good practices from country-level partnerships on green jobs and skills

  The initiative delivered:

  • Knowledge events and policy dialogues including road to COP28 UAE, G7 Green jobs and skills (COP 28 event), DFIs workshop with Strengthen2
  • Good practices and case studies: Compendium of promising practices for the promotion of jobs and skills for a green economy
