Handbook on measuring green jobs and skills for green jobs: Monitoring, evaluation and learning

About the Handbook

The Handbook was developed between 2022 and 2025 in the context of an ILO initiative supporting G7 members in their commitment to promote jobs and skills for a green economy. The Handbook aims to provide a consistent, country-tested approach to measuring the impact of development cooperation programmes on green jobs and related skills outcomes. The process began with a mapping to understand how G7 members measure employment outcomes, with a focus on green jobs and skills for green jobs, followed by the development of a conceptual framework, which were reviewed and endorsed by G7 members. The framework is presented as two pathways: (i) a direct pathway to measuring employment outcomes and (ii) an indirect pathway to estimating employment outcomes.

Building on this foundation, survey and data collection tools to measure direct outcomes were created and tested between 2023 and 2024. The tools were refined through real-world application and stakeholder feedback from three countries.

Who It’s For: The Handbook is designed for development and policy practitioners with experience in MEL processes. It presents practical measurement approaches that can be integrated into employment and skills promotion programmes, helping practitioners systematically measure and assess green jobs and skills for green jobs outcomes within existing MEL frameworks.
