• Short-Term Job Placements in Local Infrastructure Projects

  ENABLE actively engages beneficiaries in short-term employment opportunities through the implementation of employment-intensive infrastructure projects. These projects not only provide immediate income but also enhance participants' practical skills, contributing to their overall employability.

• Empowering Entrepreneurship and Self-Employment

  ENABLE is dedicated to empowering vulnerable individuals interested in entrepreneurship and self-employment. Through targeted training, ongoing support, and access to essential resources, beneficiaries with entrepreneurial aspirations receive the guidance they need to launch their businesses successfully. ENABLE recognizes the potential for economic independence and job creation within this sphere, fostering self-reliance and economic resilience among program participants

• Financial Inclusion

  ENABLE recognizes the importance of creating a linkage between receiving short term opportunities and financial inclusion during emergency. This connection facilitates access to essential financial services, empowering beneficiaries to manage their resources effectively, invest in their skills, and ultimately transition towards sustainable livelihoods. During crisis, it's essential to deliver emergency financial education workshops to enable program participants to better manage short-term income effectively. Without financial management, beneficiaries may face challenges with managing debt, budgeting and saving.  Overall, these trainings improve decision making and empower individuals to streamline targeted financial goals- including personal financial management, job retention, and sustainable recovery.

  ENABLE promotes skills development and employability by delivering market-relevant training programmes aligned with labour market needs. These interventions equip vulnerable individuals with technical and practical competencies that improve their prospects for employment, self-employment, and income-generating activities.

  Through work-based learning opportunities, participants gain hands-on work experience and strengthen their skills in real work environments. ENABLE also places strong emphasis on core work and life skills, promoting rights at work and occupational health and safety. By strengthening both technical and behavioural competencies, these interventions support participants in navigating recruitment processes, adapting to workplace environments, and sustaining employment over time.

  ENABLE promotes short-term employment opportunities through the implementation of employment-intensive infrastructure projects. These initiatives provide vulnerable individuals with income while enabling them to gain practical work experience and develop transferable skills that enhance their future employability.

  At the same time, the projects contribute to the rehabilitation and improvement of local infrastructure and public spaces, supporting community well-being and local economic recovery. By combining income support with skills development and community benefits, these interventions help beneficiaries strengthen their livelihoods while contributing to the development of their communities.

• Entrepreneurship and Self-Employment Support

  ENABLE promotes entrepreneurship and self-employment by supporting vulnerable individuals interested in starting or expanding small businesses and income-generating activities. The programme delivers entrepreneurship training using ILO proven methodologies, coaching and access to financial services equipping participants with practical skills to develop business ideas, plan operations, and manage small enterprises. ENABLE also supports building a network of local trainers, certified in business management training programmes using ILO methodologies, in collaboration with other programmes in Lebanon. The aim is to help ensure that entrepreneurship support continues beyond the duration of the project.

  ENABLE promotes enterprise support by providing businesses with trainings to survive and thrive during crisis using ILO proven methodologies, while building a network of local trainers certified in business resiliency.

  The programme also promotes employment by connecting enterprises with MoSA beneficiaries through a subsidized short-term placement, helping beneficiaries transition more smoothly into longer-term economic opportunities.

• Financial Inclusion and Financial Literacy

  ENABLE promotes financial inclusion by strengthening beneficiaries’ financial literacy and access to basic financial services. Through targeted financial education training, participants develop practical skills in budgeting, saving, debt management, and financial planning, enabling them to better manage income opportunities and make informed financial decisions.

  ENABLE strengthens employment activation services and labour market linkages by partnering with public institutions, service providers, and local actors. The programme enhances the quality of employment counselling and referral mechanisms, while fostering enhanced coordination between social protection programmes and employment services. This approach helps ensure that vulnerable individuals can access integrated pathways towards employment and sustainable livelihoods.

• Strengthen employment activation services

  Enhance the capacity of public institutions and service providers to deliver integrated employment services, including outreach, counselling, job matching, and career guidance for vulnerable job seekers.

• Facilitate pathways from social protection to employment

  Support the transition of beneficiaries of social protection programmes towards sustainable livelihoods through tailored employability support, skills development, and labour market integration.

• Expand economic opportunities through entrepreneurship and income-generating activities

  Support vulnerable individuals in establishing or expanding micro and small businesses through entrepreneurship training, mentoring, and improved access to financial services.

• Generate short-term employment while improving community infrastructure

  Create temporary employment opportunities through labour-intensive initiatives that rehabilitate public infrastructure, and contribute to local economic recovery and social development.

• Promote inclusive labour market participation

  Ensure that women, youth, and persons with disabilities have equitable access to employment opportunities, skills development, and economic inclusion initiatives.
