The project contributes to the promotion of decent work in Morocco by fighting against child labour in domestic work and hazardous work at the national level and in the areas of Rabat / Salé, Marrakech / Safi and Kénitra / Gharb.
To address the exploitation of children in domestic work, Morocco has launched several initiatives, the latest of which consisted in filling the gaps in its national legislation on domestic work and employment. Law 19-12 fixing the working and employment conditions of domestic workers entered into force on October 2, 2018. This law specifies the definition of domestic work and presents the rights and obligations of employers and domestic workers. However, about a year after the entry into force of Law 19-12, the number of households that have complied with the requirements of this new law remains low. Significant awareness work remains to be carried out for the benefit of the general public and the target stakeholders and populations.
Furthermore, and even if Moroccan regulations provide for the obligation for the employer to take all necessary measures to preserve the safety and health of employees under the age of 18, the reality on the ground is alarming. A significant percentage of children of working age are exposed to hazardous work. The strengthening of the participation of the private sector in the fight against child labour and the coordination of its collective action in this area remains to be supported.
According to data from the 2019 National Employment Survey, Morocco has 200,000 economically active children among the 7,271,000 children aged 7 to 17. Among these children, 119,000 perform hazardous work, which corresponds to an incidence rate of 1.6 per cent (compared to 2.3 per cent in 2017). 74.4 per cent of children in this type of work are rural, 84 per cent male and 75.6 per cent aged 15 to 17.
Project activities
The project activities in Morocco include to prevent child labour in domestic work and in hazardous work by achieving the following results:
Increased awareness and social mobilization of stakeholders to fight against child labour in domestic work by popularizing the child component of Law 19-12 on domestic work.
Reinforcement of the intervention and coordination capacities of the government and civil society in the fight against child labour in domestic work.
Consolidation of the protection and prevention of child labour in domestic work by contributing to the care of children victims of abuse and exploitation in domestic work.
Increased involvement of companies operating in Morocco in the Child Labour Platform by implementing concrete methods to strengthen the participation of the private sector in the fight against child labour and coordinate its collective action in this domain.
