Leading the change: Employers, workers and governments driving just transition through social dialogue

• Week 1: General introduction to Just Transition, Nationally Determined Contributions (NDCs), and tripartite engagement mechanisms.
• Week 2: A case study focused on social dialogue to explore practical applications of just transition strategies.
• Week 3: Continuation of discussions, engagement activities, and reflection on key takeaways.

2. Face-to-face bipartite activity for employers and workers

Objective: Build on discussions from the online workshop to develop a practical action plan for employers and workers’ organizations to present to the National Governments aiming to include the just transitions discussions in the agenda of the National Tripartite Bodies. Additionally, support the bipartite constituents in their effort to foster their active involvement in the discussions, development and implementation of the just transition policies.

Format: Interactive sessions focused on policy engagement strategies and collaborative planning for just transition initiatives.

3. One-day face-to-face workshop for employers

Focus: Provide targeted training for employers, featuring case studies and best practices related to business strategies for a just transition. Presentation of the business advantage of just transition, outline of a roadmap for Employers

Objective: Equip employers’ representatives with the knowledge and tools to incorporate just transition principles into their business models and workforce strategies.

4. Country situational analysis and national social dialogues

Following the Tripartite Online Workshop, a situational analysis will be conducted in selected countries that will be presented and discussed at National Tripartite Dialogue sessions in the respective countries.

Objective: Assess country-specific needs and support the integration of just transition policies into national frameworks.

Through these activities, the initiative aims to:

1. Increase knowledge of just transition concepts among tripartite constituents.
2. Enhance tripartite cooperation and social dialogue on just transition at national and regional levels.
3. Strengthen the role of workers' and employers’ organizations in shaping and implementing just transition policies.
4. Develop concrete action plans to guide tripartite engagement in just transition strategies.
5. Facilitate the exchange of best practices and case studies relevant to the Caribbean context.

By building tripartite and bipartite capacity on just transition policies, this initiative will empower social partners to actively participate in policy development, ensuring that the transition to sustainable economies is inclusive, equitable, and beneficial for all. The collaboration between the ILO Office for the Caribbean, ITCILO, and tripartite constituents will play a critical role in shaping effective policies and strategies that balance economic growth, environmental sustainability, and social justice.
