Implementing the Indonesia Child Labour-Free Roadmap 2045

Background

Child labour remains a serious challenge for social and economic development globally and nationally. According to the ILO (2023), 160 million children worldwide are engaged in work, with over 70% in agriculture. In Indonesia, the issue persists, with 1.27 million child labourers reported in 2024 (BPS), mostly in rural areas.

To address this, the Government of Indonesia has launched the Indonesia Child Labour-Free Roadmap 2045, emphasizing cross-sector collaboration, integration of policies in labour, education, social protection, and regional development. This effort is reinforced by the National Action Plan on Business and Human Rights (RAN BHAM), promoting child rights in sustainable business practices.

Objectives

1. Identify achievements, challenges, and good practices in eliminating child labour in Indonesia.
2. Consolidate inputs from stakeholders (government, business, trade unions, civil society, academia, and children) to accelerate roadmap implementation.
3. Develop key points and issue lists for Indonesia’s delegation to the 6th Global Conference on Child Labour Elimination in Morocco (2026).

Expected outputs

1. Documented achievements, challenges, and good practices.
2. Consolidated multi-stakeholder recommendations for accelerating roadmap implementation.
3. Draft key points and issues for the global conference delegation.
4. Action plan outlining next steps and communication strategy for Morocco 2026.
