Initially designed to assess skills and lifelong learning services, its use was expanded to cover other ILO capacity building interventions.

The Service Tracker is a digital monitoring and evaluation tool developed by the ILO to obtain feedback on the results of training interventions.

It enables program beneficiaries to respond to follow-up surveys via email and SMS reminders, collecting their feedback three and six months after training.

Used by project teams and training institutions in several countries, the Service Tracker helps to:

  • Monitor the effects of interventions through real-time analysis;
  • Automatically generate graphical reports with disaggregated data (by age, gender, disability, migration status); and
  • Improve service quality and support data-driven decision-making.

The tool includes five standard questions, with the option to add additional questions tailored to the specific context being assessed.

Developed and piloted by the ILO’s Skills and Employability Branch in Tanzania, Bangladesh, Lebanon, Ethiopia, and Montenegro, with support from the Government of Norway, the Service Tracker is available in multiple languages and ready for wider application.
