This SADC Toolkit on Mainstreaming Decent Work and Labour Productivity in Key Economic Sectors is premised on evidence from the Decent Work in Construction Project, implemented by the International Labour Organization (ILO), in collaboration with the SADC Secretariat and with the funding from Sweden. The Toolkit draws on concrete lessons, empirical evidence, and good practices generated through pilot interventions implemented in Mozambique, South Africa, and Zimbabwe.
The Toolkit is presented as a practical instrument for supporting countries Member States to move beyond fragmented or ad hoc interventions and towards a coherent, systemic approach that addresses the root causes of decent work deficits and low labour productivity. It reinforces the proposition that compliance with labour laws standards and decent work principles is not a cost to competitiveness but rather a critical driver of productivity, enterprise resilience, and sustainable economic growth.
