This annex provides practical tools for institutionalising youth participation within TVET governance systems. It builds on the earlier steps that focused on consultation, partnership, and capacity strengthening, moving toward system-level integration and sustainability.
The tools presented here support institutions, policymakers, and youth bodies in formalising representation, accountability, leadership development, and recognition mechanisms, ensuring youth participation becomes a core governance principle rather than an ad hoc practice.
