These are the papers from the ninth regional seminar whose theme was, towards appropriate engineering practices and an enabling environment. The proceedings cover the summaries of the issues that were discussed during the group discussions and in plenary, as well as issues emanating from the site visits. Various papers were presented and these have been grouped into four main themes which are: social, contracting, institutional and technical.
