The proceedings cover the summaries of the issues that were discussed during the group and plenary sessions, as well as issues emanting from the field visits during the 9th regional seminar. The theme of the seminar was: Towards appropriate engineering practices and an enabling environment. Various papers were presented and these have been grouped into four main themes which are: social, contracting, institutional and technical.
