Decision concerning ILO support for the emergency response to the crisis in Lebanon

The Governing Body:

(a) took note of the information provided in document GB.352/INS/19/7 and the progress made by the Office in addressing the urgent needs of ILO constituents in Lebanon, and called upon Member States to contribute towards the full implementation of the emergency response plan;

(b) expressed deep concern over the acute humanitarian crisis, the long-term impact on the socio-economic situation, and the grave repercussions for workers, employers, and the labour market in Lebanon;

(c) underscored the importance of the protection of objects indispensable to the survival of the civilian population in compliance with relevant international humanitarian law, recalled the United Nations (UN) Security Council Resolution 1701 (2006), and welcomed all diplomatic efforts aimed at reaching a ceasefire;

(d) welcomed the rapid implementation of the ILO emergency response plan for Lebanon and its alignment to the UN response, and called for mobilizing further resources to facilitate continued ILO support to the country in line with the ILO's mandate;

(e) stressed the need for the ILO Regional Office for the Arab States and the Decent Work Technical Support Team to continue providing support to the Government and the social partners in Lebanon as part of the broader UN response, to assist them in mitigating the impact of the crisis, given the increased urgent need of constituents for ILO support at this critical time;

(f) requested the Director-General to submit for its consideration at its 353rd Session (March 2025), an assessment of the impact of the crisis on workers, employers and the labour market at large, and provide an update on the implementation of the ILO emergency response plan.
