Decision concerning the democratization in the ILO’s governance and update on the status of ratification of the 1986 Instrument for the Amendment of the Constitution of the International Labour Organization, with reference to the decision by the Governing Body at its 347th Session (March 2023) on the tripartite working group on the full, equal and democratic participation in the ILO’s tripartite governance

The Governing Body took note of the document prepared by the Office and requested the Director-General to:
(a) undertake tripartite consultations, where appropriate, while giving effect to the issues raised in the letter from the Chairperson of the Government group dated 27 February 2024, and provide an update to the 352nd Session (October-November 2024) of the Governing Body on the concrete measures taken to accelerate the ratification of the 1986 Instrument for the Amendment of the Constitution of the ILO;
(b) develop, in consultation with tripartite constituents, possible alternative options to advance the democratic, fair and equal representation of constituents in the ILO, including enabling voting and other rights to the deputy members of the Governing Body, pending the entry into force of the 1986 Amendment, taking into account the situation of all constituents and including an analysis of all possible technical and legal implications and provide a report to the 352nd Session (October-November 2024) of the Governing Body for further consideration and decision-making, including in view of a possible submission to the 113th Session (2025) of the International Labour Conference.
