Financing lifelong learning in India

The purpose of this policy brief is to explore the adequacy of financing for lifelong learning in India in the context of current growth policies, and to understand whether the financing approaches in place allow for vulnerable populations to access training as a pathway to decent work and further education.

This brief is a short summary of

  • a review of various financing mechanisms for lifelong learning,
  • interviews of 29 informants of 15 organizations in Maharashtra, Gujarat, Karnataka, and Kerala for the automotive, the IT and the tourism sectors, based on an open-ended questionnaire,
  • an analysis highlighting the strengths and weaknesses of financing models in terms of inclusiveness and effectiveness,
  • a review of some international good practices as point of comparisons, and
  • a validation of preliminary findings by key informants.

It has to be noted that this review is not exhaustive but focuses on important financing tools identified at central level and in Maharashtra, Gujarat, Karnataka, and Kerala.
