The purpose of this procedure is to interpret the provisions of the MNE Declaration when needed to resolve a disagreement on their meaning, arising from an actual situation, between parties to whom the Declaration is commended. Annex II of the MNE Declaration provides a step by step process to be followed when a request for interpretation of the Declaration is received by the International Labour Office.

A procedure for disputes concerning the application of the MNE Declaration was put in place by the Governing Body in 1980. In 1986 the Governing Body replaced that procedure with the current Procedure.

To date the Office has received 24 requests for an interpretation under this Procedure.
