ESSAFE Angola - Third Strategic Area - Capacity Building

The third strategic area focuses on strengthening the technical capacities of the relevant public institutions that will be involved in the process of policy formulation and implementation of social protection systems. First, and linked with the first strategic area, it is important to strengthening the capacity of the Government of Angola to monitor and evaluate their progress in extending social protection coverage and building social protection systems.

The guidance provided by Recommendation No. 202 emphasizes the importance of the regular review of progress made, based on appropriate data, statistics and indicators. Regular and detailed monitoring is 36 particularly relevant when it comes to roll out of policy reforms that may need several rounds of adjustment until they are fully effective. Secondly, improving the capacity of the entities for policy making decision and delivery of services to the population is another relevant piece of work because social protection systems require institutions to have functions like payment, complaint and appeals mechanisms, social and beneficiary registries, M&E, and communication being functional and coordinated to effectively reach the population.
