ESSAFE Angola - Fourth Strategic Area - Social Dialogue

The fourth strategic area aims to ensure active participation of workers’, employers’ and other stakeholders of the project in capacity development interventions and social dialogue. As guided by ILO Recommendation 204, workers’ and employers’ (particularly those representing workers and employers from the informal economy) should be consulted when discussing and designing or revising formalization strategies or actions plans; administrative procedures, and contributions and schemes.

The Informal Economy Observatory (OEI), created by Ministerial Decree nº 2548/22 from 13 of June is the organization created for auscultation, consultation, concertation and social dialogue. Therefore, the project aims to strengthen capacities and provide technical advice to the OEI secretariat in order to ensure that it becomes and remains the main social dialogue instrument of the Government for formalization issues and supports the policy-making process.
