Uzbekistan strengthens labour inspection and occupational safety and health through tripartite dialogue and advanced training

The International Labour Organization (ILO) worked with tripartite constituents to link policy dialogue with targeted training, advancing efforts to modernise workplace safety and inspection practices In Uzbekistan.

TASHKENT (ILO News) - In December 2025, the International Labour Organization (ILO), within the framework of the project “Improving labour inspection and occupational safety and health (OSH) systems in Uzbekistan”, organized two consecutive capacity-building events aimed at strengthening national OSH governance and labour inspection effectiveness.

Tripartite seminar

On 10 December, a tripartite seminar was held in Tashkent, bringing together representatives of the Ministry of Employment and Poverty Reduction, employers’ and workers’ organizations, and ILO specialists to discuss a safe and healthy working environment as a fundamental principle and right at work. The seminar focused on the relevance of OSH as a fundamental principle and right at work and on the minimum requirements for an effective labour inspection system, with particular reference to key international labour standards

Participants reviewed the scope and implications of the ILO Occupational Safety and Health Convention, 1981 (No. 155), the Promotional Framework for Occupational Safety and Health Convention, 2006 (No. 187), the Protocol of 2002 to Convention No. 155 and the Occupational Health Services Convention, 1985 (No. 161), and reflected on the transition from ratification to effective national implementation. The tripartite panel discussion provided an opportunity for constituents to exchange views on current challenges and priorities in advancing OSH and labour inspection reforms in Uzbekistan.

Intensive training for the State Labour Inspectorate

Building on this policy-level dialogue, the ILO conducted a four-day intensive training on labour inspection and OSH from 11 to 14 December. The training brought together labour inspectors to deepen their technical knowledge and practical skills in areas such as strategic compliance planning, OSH management systems, occupational risk assessment, accident investigation and inspection planning and execution 

Through a combination of expert inputs, case studies and group exercises, participants examined good international practices and applied them to the national context, identifying concrete compliance challenges and potential interventions. Particular emphasis was placed on a balanced approach combining enforcement, prevention, education and systemic measures to improve compliance and promote safer and healthier workplaces.

The training was accompanied by an active exchange of experience, open dialogue and practical exercises, which creates a solid basis for further development of the labour inspection system and preventive approach to OSH in Uzbekistan.

Together, the two events reinforced a coherent reform pathway – from international standards and tripartite dialogue to operational tools and inspector capacity – supporting Uzbekistan’s ongoing efforts to strengthen labour inspection and OSH systems in line with international labour standards. The outcomes will inform future policy development, institutional strengthening and practical implementation under the ILO project.

The project "Improving Labour Inspection and Occupational Safety and Health Systems in Uzbekistan" is part of the ILO’s flagship programme Safety + Health for All and is implemented with the support of the Federal Ministry for Economic Cooperation and Development of Germany (BMZ). The contribution of BMZ provides essential support for strengthening Uzbekistan’s occupational safety and health system and building national capacity for lasting improvements.
