Uzbekistan deepens understanding of Convention No. 102 through national tripartite seminar
Tripartite constituents in Uzbekistan advance dialogue on the ILO Social Security (Minimum Standards) Convention and its role in strengthening national social protection systems.

TASHKENT (ILO News) – A dedicated session on the Social Security (Minimum Standards) Convention, 1952 (No. 102), was held on 23 April 2026 in Tashkent as part of a broader national tripartite seminar on ILO standards, organized by the Ministry of Employment and Poverty Reduction of Uzbekistan. The event brought together representatives of the Ministry of Employment and Poverty Reduction, relevant government agencies and institutions, employers’ and workers’ organizations, as well as experts from the ILO.
The aim of the session was to raise awareness among national stakeholders and strengthen their understanding of the Convention’s provisions. Convention No. 102 is widely considered an international benchmark for building comprehensive, adequate and sustainable social protection systems. It establishes minimum standards across nine branches of social security while providing flexibility for countries to progressively extend coverage in line with their national context and institutional capacity.
Participants exchanged views on the current national framework and highlighted the importance of ratifying the Convention. The session provided an opportunity for national constituents to deepen dialogue on social security and explore possible pathways for strengthening social protection in line with international labour standards.
The ILO supports social protection reforms in Uzbekistan through the Global Accelerator on Jobs and Social Protection for Just Transitions, promoting the application of internationally recognized social protection standards.
